Do I Need a Permit to Repair My Deck?

In general, building permits are required to repair or replace buildings and structures in Truckee. This includes decks. By policy, the Town Exempts (PDF) certain work for decks: replacing up to 66 square feet of deck boards or 33 lineal feet of railing is exempt from building permits. Replacing more than these threshold amounts or replacing joists, beams, or stairs requires a building permit.

To obtain a building permit, one must demonstrate the scope and nature of the work. Normally, for new decks, deck extensions, or deck replacement, plans are required. Plans should include a Site Plan (PDF), and foundation and framing plans. Elevations are appropriate for taller decks. Decks close to property lines may need a survey. Because of very heavy snow loads, plans should be prepared by a California-registered civil or structural engineer or licensed architect and include supporting structural calculations.

Be careful when repairing or replacing deck railings (referred to as "guards" in the building code). Guard Requirements (PDF) have changed over the years. As recently as the 1970s, the opening in guards was allowed to be nine inches. It was reduced to six and must currently be less than four. Guard height has been increased from 36 inches to 42. When repairing or replacing guards, if less than 50% of the guard is being changed, it is considered a repair. More than 50% is replacement. Repairs can meet the code in effect at the time of original construction. Replacement must meet the current code.
