Trash Hauler Franchise Agreement

The Town of Truckee is beginning the process to develop a Request for Proposals (RFP) for residential and commercial trash collection services. The Town currently has a ten-year franchise agreement with waste hauler Tahoe Truckee Sierra Disposal for commercial and residential waste collection services. This contract will end in June 2028, with the option of a one-year extension. Below is a timeline of the process, and opportunities for residents and businesses to provide feedback on what services and programs you would like to see in the next agreement. This is a general timeline and will be updated with dates and details as they are finalized.

Public Engagement: Winter - Summer 2026


Residential Outreach 

Residential Survey (March 2026) - The Town will conduct a statistically valid survey to receive feedback about residential trash collection services. Truckee residents and property owners will be randomly selected by the Town’s survey consultant to respond to the survey.

Residential Community Meeting (April 2026) - The Town will host a meeting to explain the process for developing the new trash contract, share the results of the residential survey, and answer questions. The meeting date and location will be announced at a later time.

Commercial Outreach

Business Workshops (March 2026) - The Town will host two meetings with the business community to receive feedback about commercial trash collection services. Truckee business representatives are invited to attend to learn about the trash agreement development process and provide feedback on trash services specifically provided to businesses. 

Workshop Information:

  • Monday, March 2, 2026: 1pm to 2:30 pm
  • Tuesday, March 3, 2026: 8:30 am to 10 am

Meetings will be hosted in Council Chambers at Truckee Town Hall, located at 10183 Truckee Airport Rd. Workshop content will be the same at both meetings; business representatives are invited to attend whichever meeting aligns best with their schedule.

Business Survey (March-April 2026) - The Town will provide an opportunity for businesses who cannot attend the workshops to provide feedback through a survey. More information will be provided at a later date.

This spring, Town staff will present to Town Council a summary of the results of the community outreach including feedback provided from residents and businesses.

Draft Request for Proposals: Summer 2026 - Winter 2027

Town staff will work with the Town’s consultant to develop a request for proposals for residential and commercial waste collection services, which will incorporate input provided through the community feedback opportunities, state requirements for trash services, and factors that reflect our unique mountain environment.

Presentation to Town Council (Winter 2027) – Staff will present the Draft Request for Proposals to Town Council

Proposal Review & Negotiations: Spring – Winter 2027

The Town and its consultants will release a Request for Proposals for trash hauler services, review proposals received, and interview proposers. The Town will select a finalist and negotiate a service agreement, which will be presented to the Town Council for approval. The new franchise agreement will start July 1, 2028, or on July 1, 2029, if the Town decides to exercise a one-year extension of the current agreement.
